There is some debate over where the expression "cold enough to freeze the balls off a brass monkey" comes from.
There should be no debate, however, as to what it means. If you're in Wisconsin, step outside and you'll feel it instantly. If there are any brass monkeys around, every last one of them is going to needs its balls replaced.

This is hardly a "cold snap." Back in '78/'79,('79/'80?) I recall that for 10 days running, the temperature did not get ABOVE 0 degrees F.
And to top it off, it was very windy for at least 2 or 3 of those days.
