Post Office Scam
Do you think the Post Office raises rates by two cents knowing that a certain number of people, like me, aren't going to bother getting a pack of two cent stamps?
That way they can live large for a while, until everyone is done doubling up on stamps. It has to figure into their calculation somewhere.

The Post Office plans/hopes that a percentage of their sales will never require a delivery. This is found in the commemoratives as one revenue source. They anticipate a percentage of stamps bought go into collections. And they also hope that those that do not buy 2-cent stamps also never use the 37-cent stamps that they also bought.
Your complaint about the price rising is valid. But a 37-cent stamp will always give you 37-cents worth at the USPS!!!
