Someone is Running for Office
It must be a campaign year. Why else would the media suddenly shift gears from blasting the economy, to touting a local increase in the number jobs available? Maybe it's just me, but I thought we were supposed to believe that the economy is crummy because there's a Republican administration.
Couple the change of heart with the fact that the bad news is buried five paragraphs in, and I'd say this article has "Jim Doyle for governor" written all over it. Expect a lot more of this as the campaign gears up: positive economic news with qualifiers all over anything that might be seen as negative.

2 Amendments:
Any bad economic news is Bush's fault — if it's good, it's Doyle's credit.
In addition to Peter's comments, I have to add that the hammerheads at the MJS are actually convinced that Doyle had something to do with the economic growth.
